George:I`m wondering if I can replace the cast crank and balancer with a steel crank and balancer without having the engine re-balanced?

John: All things considered, the balancing shouldn't be very expensive and I would go ahead and get it done. Very inexpensive insurance.
Of course, the most economical way to go is just keep the cast crank. They where plenty strong and you won't have a problem, unless you really make a lot of mods and start making a ton of HP, but from the sounds of the low cost re-build, I think the cast crank will do you OK.
